CAO’s (cloak and dagger) briefing meetings

Briefing Meetings

The other day a revelation hit this community like a lightening bolt strike when we found out our CAO was meeting privately with council to discuss who knows what? Was beer served? Were dancing girls invited to perform? Who knows?

CAO briefing meetings defended

What we do know is this news hit us like a bombshell. After all, the last council kept the local presses rolling overtime when it was found out they were doing the same thing i.e. having private meetings among themselves.

Is this any different? The only difference I can see is this council is getting PAID on our dime to attend these meetings, while we who are paying the bills are left in the dark as to what is going on at them? At least the last council didn’t charge us for their indiscretions, but this one sure is.

Not only do I find this highly objectionable but more than likely illegal, and certainly unethical and immoral in my opinion. Might as well lump democracy in with Fascism because they are both in the same category now from what I am seeing. Secret meetings, dark rooms, plots, intrigues… the list goes on and on. Today it seems with these guys its all about US and THEM.

Somebody stop the bus and let me off because I just can’t take it anymore… :-(

A committee is a cul-de-sac down which ideas are lured and then quietly strangled.

These meetings have been called ADMINITRATIVE MEETINGS until very recently. Since having a Secret Administrative Meeting does not sound right, why not have a Secret CAO Briefing? A perfect bureaucratic solution to an emerging problem, these people have no shame as they undermine the spirit of the Municipal Government Act.
There are no provisions in our Procedural By-Law for these meetings. Please ask Myron when he started researching these meetings and calling George Cuff about them, sometime around the audit time?
There is a good chance these meetings were initiated before Myron became the CAO, so he is a bit late trying to research and explain this behaviour to the taxpayers’ and to the municipal inspector.
It is pretty obvious that there is very little debate or discussion at council, now they are finally shedding some light as to why.

“These meetings, he told The Promoter, are not open to the public nor are they recorded.”
    ..
“The purpose of the CAO Briefing is to provide council a heads up and/or update on key matters of importance that will be coming to Council at a later date so they are hearing the information in a timely manner and not second hand on the street,” said Thompson. “This briefing consists of me providing an overview of issues including their genesis and current status as well as next steps. I do not seek input, direction nor do we develop strategy.”

We have nothing to hide. Except what is none of the ignorant rabble’s business. And we make sure they are ignorant by keeping everything secret.

Does Mr. Thompson really think anyone will buy his silly explanation? He would like us to believe that the Mayor sits on his hands quietly while the CAO is lecturing the council. We have all seen the Mayor in action by now and this does not wash.
George Cuff will not be impressed when he learns his name was used out of context to justify meetings which at their best are not very ethical. Also, he did not initiate these meetings so why is he setting himself up to take a fall for these meetings?

Seems we have our own Mike Duffy.

  5. I am surprised that nobody is asking the question. Why are we paying seven members of council to attend a meeting?

To listen to Myron provide them a “heads up” on up coming issues.
If the councillors are providing no input, having no discussion and no strategy or direction is being provided.

Then Myron could save the taxpayers $490 per meeting (plus admin time) by simply providing the paper he is reading from (Unless of course he is reciting from memory) in a sealed envelope to each member of council once a month.

In addition if he is going to use George Cuff’s recommendations he should look at the one where he recommended that council have (2) G+P meeting a month.
Then Myron could provide them with the same heads up and Council could actually discuss, debate, and provide some direction and strategy on those issues.

It is pretty clear that they do not want the public to know what they are talking about otherwise these meetings would be open to the public. The only things that bother me about these meetings are that this council brags about how open and transparent(obviously not) they are and that the councilors are being paid.If taxpayer dollars are being used it should be public.
Secret meetings, private phone calls and emails between councilors have been going on forever, every place in the world. This will not end, ever.

Administrative Meetings- and Bruce wants to lecture about governance? The people in Edmonton are not stupid, they are slowly realizing this Council and Administration are not worth salvaging.

These meetings certainly avert the embarrassment of Councillors not knowing that there is a gopher shooter on the Muni payroll. Before these meetings, it appears that Mutt and Jeff (the Dynamic Duo) were making the decisions without Councillor input.. Must be a bore for the Mayor and CAO to have to include the elected Councillors but “pay them and they will come”. .

  9. John Prince says:

These Administrative Meetings or CAO Briefing Meetings or whatever you want to call them are in actual fact warm up council meetings where everything is discussed in private before the actual council meetings where nothing gets discussed in public, just passed as a matter of routine and an after-thought. If this in fact is the case, then this is a subversion of the democratic process and in direct violation of the MGA.

The Mayor and CAO (and councillors) must be held to account for there subterfuge.

Obviously, if Municipal Affairs is not aware of what is going on here, they need to be made aware… and soon will be I’m sure. As should the municipal inspectors too.

I think it’s time I got off the bus as well. This whole regime is not worthwhile banging my head against the wall. This last Mayor’s corner is nothing but communist drivel. Decision makers my ass, at who’s cost?

  13. Chloe says:

Anon 4:19 you ask “at who’s cost?” Yours my friend and your neighbours in the CNP.This Mayor & his puppets have time yet to further their ego driven destruction of a community. They have hijacked the democratic process, offered up nothing but fantasies all the while driving your taxes up while spitting in your face at the same time. Please don’t leave the bus.
